This is a paid transportation service provided by NPOs and other organizations using private cars (white license plate cars) for elderly people, people with disabilities, and other people who have difficulty going out on their own.

The Road Transport Law stipulates that private cars “must not be used for paid transportation,” and paid welfare transportation has been treated as an exception to the law until now, but in 2006, the law was partially revised and a registration system for paid welfare transportation was established.
